In my opinion, if villagers can inhabit the desert then they should be able to inhabit the Tundra Biome (Otherwise known as Ice Plains). And, just with deserts, there should be temples to give a reason for Ice Plains too. (Not too sure on that idea, maybe too many temples?).
I mean, the Tundra Biomes are often HUGE, and there is nearly nothing in them, no Biome specific mobs or anything, there is literally no reason to wonder off into it in the first place. I think there should be a reason, and these suggestions could add a reason.

Good idea, I wouldn't say that there should be igloos, but maybe normal villages, covered in snow.

Sure, maybe made of taiga wood and maybe an ice sculpture (since wells would freeze over)

Frozen wells are fine too though.
It'd be amazing if villages in taiga biomes have more trades of other biomes. Desert biomes could pay you for water, taiga biomes could pay you for wood or wheat, and normal biomes could pay you for snow.

I love your trading idea, but since wells are covered by a roof, the water won't freeze, only exposed water freezes.

Ice not freezing over when a block is above it is the most basic heat simulation. Maybe the villagers should wear ponchos instead of robes? They have hoods and gloves on perhaps?
